Description:

The parliamentary form of democracy is the most popular form of governance. Though not free from flaws, it is the best of all the forms so far known to mankind. In this form of Governance, the Executive is accountable to the people through the institution of Parliament. Parliamentary Committees are the instrument created by the Parliament itself to ensure judicious use of public resources and governmental accountability.

The committee system in Indian Parliament goes back to its very inception and is ever evolving. The latest is the addition of Departmentally Related Standing Committees.

The book is a unique endeavour to assess the working of Parliamentary Committees in India. The author has aptly used both quantitative and qualitative instruments whilst analysing the functioning of the parliamentary committees. More specifically, the focus has been on qualitative analysis of the Committees? contributions in ensuring the executive accountability, legislative processes and policy formulation. The book, which covers the functioning of the Departmentally Related Standing Committees of the 14th Lok Sabha in general, has more specifically reflected on the functioning of two most important Committees related to the Ministry of Health & Family Welfare and the Ministry of Human Resources Development.

The book throws a searching light on the concrete work done by the Departmentally Related Standing Committees and their impact on the governmental decisions. It also shatters the myth like that the Parliamentary Committees are mere talking shops. Their relevance and work have been duly validated with the help of available data.
