About the Author:
Dr. Shimla is an erudite scholar who has two Master's degrees, in English Literature and Political Science with specialization in Indian Politics, and a Doctorate Degree. She is a linguist, having a natural flair for learning new languages (Hindi, English, Sanskrit, French and Punjabi).
She has held a number of senior executive positions in various apex organizations. Her longest stints have been with the Lok Sabha Secretariat, where she has been holding the position of the Director. Besides, she has served as Joint Secretary at Delhi Legislative Assembly and as Registrar in two State Universities. She has been an inquisitive reader and researcher by passion and a thinker by nature. While working in the Lok Sabha Secretariat for over 30 years, she has keenly observed the working of the Indian Parliament and its Standing Committees from very close quarters and has developed a deep interest in parliamentary research.
Dr. Shimla has authored a number of publications which includes a book on Concept and Process of Interpretation and a number of research papers on interesting themes like Dharma and Governance from the Lens of Bhagva Geeta and Arthshastra, Multiplicity of Parties - An Indian Perspective, Parliamentary Committees: A Quality Management System for Good Governance, Sanskriti Ke Namm Par Arajaktaa, Women Empowerment - Role of Legislature, Right to Information - an Instrument for Good Governance, Women in Parliament in India, Role of Interpretation in Legislature, Right to Education - Challenges of Ensuring Inclusiveness and Quality, Exploring Draupadi's Character in Contemporary Context, etc., which provide a glimpse of her keen interest and academic contribution in the areas of parliamentary and democratic institutions, political thoughts and political developments, women empowerment and education.
She has also participated in a number of National and International Conferences wherein she has made significant contribution in the form of research papers. She is also a Member of several academic bodies like India Institute of Public Administration (lIPA) and Indian Political Science Association (IPSA). Membership of these bodies has proved to be an important connecting link with her work and experience.
